Condo Rules & Regulations
Who these apply to: All owners, residents/tenants, guests, contractors, agents, and service providers. Owners are responsible for their tenants, guests, and contractors. Tenants should review their lease; additional rules may apply.
Enforcement: Violations can result in fines, billing for damage/cleaning, suspension of privileges, and/or legal action.

1. Registration

All owners and tenants must register and keep information current using this form.

Notices go to the address/email on file, you must keep it accurate.

Failure to register or update your information can result in a $50 fine and possible loss of privileges (ex. callbox listing, package acceptance).

Bikes or scooters in the building bike storage areas must be registered using this form.
2. Common Areas (Halls, Lobby, Elevators, Roof) & Conduct
-
No personal items may be left in the halls or common areas, such as shoes, umbrellas, boxes, strollers, bikes, scooters, etc.

No recreation: No biking, skating, skateboards in common areas.

Guests must be accompanied in all common areas.
-
Resident notices may go on bulletin boards (e.g., parking rentals). No commercial ads.
-
Don’t tamper with HVAC, lighting, fire/safety, or security systems.
-
Use only posted areas on the roof deck.
-
Bikes/scooters must use the garage ramp and mezzanine only (not the lobby).
3. Unit Use & Nuisance
-
No businesses that increase visitor traffic.
-
No nuisance, noise, odor, smoke, or vibration. Nuisance violations can result in fines.
-
Please let people know nicely if they are bothering you. Most issues can be resolved with neighborly conversations.

Don’t waste water or electricity.
4. Waste, Recycling & Compost
-
Trash chute: Only small, bagged household trash goes down the chute.
-
Break down boxes/rugs; place in the mezzanine trash room (not on floor trash rooms).

Disposals are for small scraps only. Putting large amounts of food and/or coffee grinds down the disposal messes up the building's plumbing.
-
Grease should be drained into a container, solidified, then put in a bag and thrown away. Do not put grease down drains.

Compost: You can pick up approved bags at the front desk; deposit approved, bagged compost in the yellow bins at the bottom of the driveway.
5. Balconies, Windows & Exterior Appearance
-
Nothing may extend past balcony railings.
-
No hanging additions (planters, awnings, antennas, flags) without Board approval.
-
No dropping/sweeping: Don’t drop/throw items from windows/balconies or sweep into halls.
-
Window coverings facing out must be white or lined in white.
-
Smoking on balconies is not allowed.
6. In-Unit Work: Alterations & Construction
-
You must notify the front desk before starting work and reserve elevator pads/loading as directed. Unscheduled crews can be turned away at owner expense. Please see the notice requirements below.

Contractors must be licensed/insured. Provide COI naming the Association/Manager.

Work hours: Mon - Sat, 9:00 a.m. - 5:00 p.m.

Structural, plumbing, electrical, or wiring work needs written Board approval and required permits.
-
Protect halls/elevators and clean daily. If damage occurs, the owner is responsible for the costs of repairing any damage.
7. Moving, Large Deliveries & Elevator Use
-
All moves must be scheduled (including roommates moving in/out) with the front desk.
-
All moves must be scheduled a minimum of 2 weeks before the requested move-in date.
-
Please reserve your date early as only one move may occur per day.
-

All fees/deposits must be paid in advance.
-
When moving, you may only use the reserved elevator with pads installed; you may not prop doors open or use the elevator hold feature without permission.

Move hours: Mon - Fri, 8:30 a.m. - 4:30 p.m.
-
Saturday moves are exceptional; do not count on them being possible, but if the schedule allows they may be available for a fee.

Packages: Front desk may accept small packages as a courtesy (with no guarantee of condition or against loss). Oversized deliveries must be scheduled.
8. Access, Locks, Keys, Lock Boxes & Cameras
-
Lost fobs/transmitters must be reported immediately. The Association may deactivate and charge replacement fees.

Approved locks only: You may change locks only to Board-approved models. Unapproved models must be replaced at the owner’s expense.
-
You must provide an emergency unit key to the front desk.
-
No additional exterior hardware (extra locks, bars, grilles, peepholes) is allowed without approval.
-
Lock boxes are not permitted. Use the callbox and digital unit locks for access.
-
To protect privacy and security, no cameras or recording devices are allowed on unit doors or facing hallways/common areas unless Board-approved or required by law.
9. Pets
-
One small, domesticated pet is allowed per unit.
-
A second pet is permitted if approved by the board.
-

Pets should not exceed 25 lbs unless the Board grants a waiver.
-
Reptiles, rodents, spiders, or similar are prohibited.
-
Animals should not cause any noise, odor, waste, or safety issues.
-
Animals must be leashed or carried in all common areas.
-
Waste is not allowed anywhere on the property; clean accidents immediately.
-
No breeding/commercial use.
-
Animals must be vaccinated as required by law.
-
Animals must be registered with the building using this form.
-
Owners are responsible for damages/claims caused by pets.
10. Parking, Garage & Driveway
-
We have a private garage: There are no visitor spaces and all spaces are assigned.
-
You must park in your assigned space. Guests of residents with a parking space may park in the assigned parking space of that unit.
-
Don’t block aisles, fire lanes, sidewalks, ramps, or restricted areas.
-
The loading zone between the gates can be used for up to 10 minutes with flashers on; longer requires front-office approval.
-
The speed limit is 5 mph; no tailgating through gates.
-
No storage at the back/sides of spaces or outside storage units.
-
Any privacy coverings must be entirely inside the storage unit.
-
Due to security concerns, all parking spots may only be leased to tenants and owners of The Eleven.

Any changes in ownership or rental status should be sent to theeleven@gmail.com.

Report unauthorized cars to DC Police (311) for ticketing. Once ticketed, call Able Towing (202-232-0500) to remove the vehicle. Per policy, only ticketed cars may be towed.

The board may also place stickers on the window of cars that are not parked in the assigned spots.

11. Smoking
-
Smoking in units must not drift into halls or other units.
-
Smoking is prohibited on balconies and in bathrooms (as the smoke enters other units through ventilation).
-
Smoking is permissible on the roof.
-
Smoking includes cigarettes, cigars, pipes, vaping devices, and marijuana products.
12. Leasing
-
Minimum term: 12 months unless the Board approves otherwise in writing.
-
No short-term rentals/sublets and no house-sharing platforms.
-
Lease language must require compliance with the Declaration/Bylaws/Rules and allow Association enforcement.
13. Sales, Showings & Open Houses
-
Open houses can be held on Sundays from 10:00 a.m. - 5:00 p.m. with front desk pre-approval.
-
Agents or owners must accompany buyers at all times.
-
Agent/visitor violations may result in a $50 fine to the owner plus any theft/damage costs.
